US Senator. He served in the United States Senate from the state of Virginia from December 31, 1966 to January 3, 1973. He attended Hampden-Sydney College, the University of Virginia, and the University of Edinburgh, Scotland and studied law. He served in the Eighth Air Force of the United States Army Air Corps during the Second World War. In 1947, he was admitted to the bar and starting practicing law in Portsmouth, Virginia. He also was a lecturer in law and government at the College of William and Mary from 1948 to 1949. He went on to serve in both the Virginia House of Delegates from 1954 to 1955 and the Virginia State Senate from 1956 to 1966.. During his state legislative tenure, he also served as the chairman of the Virginia Commission on Public Education from 1958 to 1962. In 1966, he was personally recruited by President Lyndon B. Johnson to run against the longtime Senator A. Willis Robertson in that year's Democratic primary. He was successful in defeating Robertson and went on to win the general election in November of 1966. He served in the United States Senate for one term before losing his re-election to Republican Rep. William L.Scott in 1972. After his Senate tenure, he went back into private law practice before serving as a law professor and dean at Marshall-Whyte School of Law at the College of William and Mary from 1976 to 1985. He also served as interim president at Old Dominion University in 1988.
