US Congressman. He was born near Middlebourne, Guernsey County, Ohio. He was a school teacher and practiced law until being elected to Congress in 1918 where he represented his home state district from 1919 to 1933. The Republican lost his re-election bid for an eighth term in 1932. In 1926 he was appointed by the House of Representatives to conduct the impeachment proceedings against a federal judge from the Eastern District of Illinois. After his political career he returned to Cambridge, Ohio where he once again practiced law and engaged in the banking business.
