He graduated from Ohio Northern University in 1908, from Ohio State University in 1917, from the Graduate School of the University of Cincinnati, Cincinnati, Ohio in 1939 and was superintendent of the Scioto County public schools, until 1942. In 1943, he was elected as a Republican to the Seventy-eighth, Seventy-ninth, and Eightieth Congresses, serving until 1949. An unsuccessful candidate for reelection, he continued to be active in politics until his death.
