U.S. Congressman. Born in Fultonham, New York, he graduated with a law degree from Union College New York in 1847, was admitted to the bar 1848 and commenced to practice in Oshkosh, Wisconsin. He was Wisconsin State Attorney General, (1858-59) and a member of the Wisconsin State Assembly in 1860. During the Civil War, he served in the Union Army as Colonel in command of the 18th Regiment, Wisconsin Volunteer Infantry. After the war, he resumed his legal practice and was again a member of the Wisconsin State Assembly. In 1877, he was elected as a Democrat to the Forty-fifth and Forty-sixth Congresses, serving until 1881. A unsuccessful candidate for reelection, he resumed the practice of law in Oshkosh, Wisconsin, until his death at age 75.
