US Senator. A businessman and financier, he served as President of the First National Bank of Dover, and in the Delaware State Legislature. He unsuccessfully ran for Governor as a Republican in 1890, being defeated by Robert John Reynolds. In 1907 he was elected as a Senator from Delaware to the United States Senate, and served from 1907 to 1913.
