U.S. Congressman. Born in Silver Spring Township, Pennsylvania, he graduated from Pennsylvania College, in 1862, studied law, was admitted to the bar in 1864 and proceeded to practice law in Carlisle, Pennsylvania. He was chairman of the Democratic committee of Cumberland County, (1868, 73) and Cumberland County District Attorney, (1874-77). In 1879, he was elected as a Democrat to the Forty-sixth and Forty-seventh Congresses, serving until 1883. He was again elected to the Fifty-second and Fifty-third Congresses, serving (1891-95). Not a candidate for re-nomination, resumed the practice of law until 1910, then relocated to Los Angeles, California and lived in retirement until his death at age 81.
