U.S. Congressman. Born in Providence, Rhode Island, he moved with his parents to Lynchburg, Virginia, where he graduated from Piedmont Business College in 1907, then engaged in the manufacturing industry, cattle raising, and banking. He was a member of the Lynchburg School Board (1938 to 43), a member of the Lynchburg City Council (1942 to 1948), and the Mayor of Lynchburg (1946 to 48). In 1948, he was elected as a Democrat to the 80th Congress to fill the vacancy caused by the resignation of J. Lindsay Almond Jr, and re-elected to the 81st and 82nd Congresses, serving until 1953. An unsuccessful candidate for reelection, he was a member of the Lynchburg Board of Zoning Appeals (1957 to 77) and director of the American Federal Savings and Loan Association (1968 to 80).
