US Congressman. He was a distinguished historian, journalist and politician, graduating with a law degree from the University of Puerto Rico at Rio Piedras, in 1921, plus was admitted to the bar and began to practice law in San Juan. He began a four year tenure as City Treasurer of San Juan, in 1924 and served as a member of the Puerto Rican Senate (1933-39). In 1939, he was appointed Resident Commissioner to the US House of Representatives by the Governor of Puerto Rico and was elected Resident Commissioner under the auspices of a coalition between the Socialist Party and the Republican Union Party in 1940. While serving the US in the 78th Congress, he was appointed on the Committees on Agriculture, Labor and the Territories of Puerto Rico. After his term, he returned to Puerto Rico, was again elected to the Senate of Puerto Rico in 1948 and served until 1953. He died at age 63.
