U.S. Congressman. He graduated from Yale Law School in 1897, was admitted to the bar and commenced to practice law in Norwich, Connecticut. He was a member of the Connecticut State House of Representatives, (1899-1900), corporation counsel of Norwich, (1901-02), health officer of New London County, (1900-05) and prosecuting attorney of Norwich in 1905. In 1905, he was elected as a Republican to the Fifty-ninth Congress to fill the vacancy caused by the resignation of Frank B. Brandegee, reelected to the Sixtieth, Sixty-first and Sixty-second Congresses, serving until 1913. Not a candidate for re-nomination, he resumed the practice of law and served in the Connecticut State National Guard during World War I. After the war, he was corporation counsel of Norwich, (1919-22), prosecuting attorney for the Court of Common Pleas, New London County, (1932-46) and practiced law until his death.
