U.S. Congressman. Born the son of Tennessee Governor James B. Frazier, he attended the University of Virginia, graduated from Chattanooga College of Law, in 1914, was admitted to the bar and commenced to practice of law in Chattanooga, Tennessee. During World War I, he served as a Major in the U.S. Army, (1917-19). After the war, he practiced law and was the attorney for the eastern district of Tennessee, (1933-48). In 1949, he was elected as a Democrat to the Eighty-first Congress and to the next six succeeding Congresses, serving until 1963. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death at age 88.
