Presidential Cabinet Secretary, United States Army General. After serving in the United States Army as a Colonel during World War I, he was appointed by President Herbert Hoover as United States Secretary of War during Hoover's administration, serving from 1929 to 1933. During World War II he was promoted to the rank of Brigadier General, and served as United States Ambassador to China from 1944 to 1945.
