U.S. Congressman. Successful in mercantile pursuits in Philadelphia, Pennsylvania, he was elected to Tenth and Eleventh Congresses, serving 1807-11. He was elected to the Fourteenth Congress, serving 1815-17 and again elected to the Seventeenth Congress in 1821, serving until his resignation in 1822. After leaving Congress, he was elected Mayor of Philadelphia, serving 1829-30. Leaving politics, he lived in retirement in New Jersey, until his death. His brother James Milnor was also a U.S. Congressman.
