U.S. Congressman. He graduated from Harvard College in 1775, studied law, was admitted to the bar and commenced to practice law in Providence, Rhode Island. During the Revolutionary War, he served a Quartermaster Officer for the 2nd Rhode Island Regiment, Continual Army, in 1776. After the war, he was a member of the General Assembly, (1789-90). In 1790, upon the ratification of the Constitution by the State of Rhode Island, he was elected as a Pro-Administration candidate to the First through Third Congresses and as a Federalist to the Fourth and Fifth Congresses, serving until his resignation in 1796. He was appointed judge of the United States District Court for the District of Rhode Island, in 1801 and later, as judge of the United States Circuit Court for the Eastern Circuit, serving until his death at age 53.
