U.S. Congressman. He studied law, was admitted to the bar and commenced to practice law in Newport, Rhode Island. He held many city and county offices, plus was a member of the Rhode Island State House of Representatives, (1806-15). In 1815, he was elected as a Federalist to the Fourteenth and Fifteenth Congresses, serving until his death at age 38.
