US Congressman. After graduating from the law department of the University of Louisville, in 1866, he was admitted to the bar and proceeded to practice law in Louisville, Kentucky. There he established the Kentucky Weekly New Era, in 1871 and was attorney of the board of trustees of the public schools of Louisville. He also was Commonwealth attorney for the ninth judicial district of Kentucky. In 1887, he was elected as a Democrat to the Fiftieth Congress and to the next three succeeding Congresses, serving until 1895. An unsuccessful candidate for re-nomination, he served as judge of the criminal division of the Jefferson County Circuit Court in 1902, commissioner of the St. Louis Exposition in 1904 and practiced law until his death at age 63.
