U.S. Congressman. After graduating from Virginia Military Institute in 1882, he engaged in civil engineering and lumber manufacturing in Surry County, in 1883. He moved to Norfolk, Virginia, in 1891, was chairman of the Improvement Board of Norfolk, (1905-10), delegate to the Democratic National Convention in 1908, member of the Virginia State House of Delegates, (1910-12) and served in the Virginia State Senate, in 1919. In 1921, he was elected as a Democrat to the Sixty-seventh Congress and to the next three succeeding Congresses, serving until 1929. After his term, he resumed his activities in the lumber business until his death at age 81.
