U.S. Congressman, U.S. Senator. During World War II, he served as a Seaman Second Class in the U.S. Navy, (1944-46). After the war, he graduated from Williams College, in 1948, graduated from Yale University School of Law, in 1951 and served as a First Lieutenant in the U.S. Air Force during the Korean War, (1952-53). After that conflict, he was admitted to the bar in 1954 and commenced to practice law in Jamestown, New York. He was congressional liaison assistant for the Department of Justice, (1954-55) and was elected in 1959, as a Republican to the Eighty-sixth Congress to fill the vacancy caused by the death of Daniel A. Reed, reelected to the Eighty-seventh Congress and to the next three succeeding Congresses, serving until 1968. He was then appointed as a Republican to the United States Senate to fill the unexpired term of the late Senator Robert F. Kennedy, serving until 1971. After leaving the Senate, he resumed the practice of law until his death at age 60.
