U.S. Congressman, U.S. Senator. He was employed as a switchman on various New York railroads, was a member of the Capitol Police Force in Washington, D.C. in 1911 and served on the board of supervisors of Erie County New York, in 1914. He was a member New York State Assembly (1915-18) and elected as a Democrat to the Sixty-sixth Congress and to the next nine succeeding Congresses, serving 1919-38. In 1938, he was elected as a Democrat to the United States Senate to fill the vacancy caused by the death of Royal S. Copeland, serving until 1947. Not a candidate for re-nomination, he was a member of the Federal Trade Commission (1949-55) and director of Washington office of the New York Department of Commerce (1955-56). After leaving the New York Department of Commerce, he relocated to Florida and operated an orange grove until his death.
