US Congressman. A native of Missouri, Biggs was first elected into public office in 1852 when he was elected Sheriff of Monroe County in his native state. In 1864 he moved west to California where he was elected to the California State Assembly in 1867, serving until 1871. In 1887 he was elected to the United States House of Representatives representing California's 2nd District until 1891. Following his death he was originally interred in Sacramento's New Helvetia Cemetery, but was later taken to Sacramento City Cemetery in the 1950s for reburial.
