US Congressman. While with his parents on a visit to America in 1854, he settled in Maine and then relocated to California in 1861. There he attended public schools, studied law, was admitted to the bar in 1868 and commenced to practice law in Sacramento, in 1870. He was a member of the California State Assembly in 1875, served in the California State Senate, (1887-89), was active in the California State Militia and retired as Brigadier General. In 1889, he was elected as a Democrat to the Fifty-first Congress, serving until 1891. An unsuccessful candidate for reelection, he resumed the practice of law until death at age 51.
