U.S. Congressman. Born in Cornish, New Hampshire, he graduated from Dartmouth College, in 1874, studied law at the University of New York, was admitted to the bar in 1875 and commenced to practice law in Boston, Massachusetts, in 1876. He moved to Newton, Massachusetts, in 1882 and was a member of the Newton City Council, (1883-87). In 1901, he was elected as a Republican to the Fifty-seventh and Fifty-eighth Congresses, serving until 1905. After his term he served as judge of the US District Court for the Northern District of Florida, then returned to Newton, Massachusetts and resumed the practice of law. There he was trustee of Dartmouth College, a member of the Massachusetts Board of Education, (1915-19) and a member of the Massachusetts constitutional convention, (1918-19). He also served in the Massachusetts State militia for ten years and was chairman of the board of public control for the operation of the Boston Elevated Railway, (1918-280. He died at age 81 in Newton, Massachusetts.
