New Hampshire Governor. He graduated from the McCollom Institute, attended Amherst, studied law, was admitted to the bar and established a law practice in Peterborough, New Hampshire. He served as treasurer of Hillsborough County (1861-62) and as County Clerk (1864-87). He also was active in the railroad businesses and was president of Nashua's First National Bank. He was a member of the New Hampshire House of Representatives (1869-72) and was a member of the New Hampshire State Executive Council (1891-92). In 1897, he was elected as a Republican, the 46th New Hampshire Governor, serving until 1899. His time in office as Governor was marked by creation of state board to oversee licensing of physicians and surgeons and he mobilized volunteers to serve in the Spanish-American War.
