Nevada Governor, US Senator. Born in Mound Valley, Nevada, he graduated from the University of Notre Dame, was admitted to the bar in 1909 and commenced practice in Elko, Nevada. He was district attorney of Elko County (1912-18), district judge of Elko County (1928-34), United States Attorney for Nevada, (1934-38) and elected the 18th Governor of Nevada, serving (1939-45). In 1945, he was appointed as a Democrat to the United States Senate to fill the vacancy caused by the death of James G. Scrugham and served (1945-47). An unsuccessful candidate for re-nomination, he resumed the practice of law in Reno, Nevada, until his death at age 71.
