US Congressman. He graduated from Hanover College Indiana, in 1877, studied law, was admitted to the bar in 1878 and practiced law in Columbus, Indiana. He moved to Rico, Colorado, in 1881, continued the practice of law, was a member of the Colorado State House of Representatives (1884-85), relocated to Denver in 1885 and was prosecuting attorney for Arapahoe County, (1887-88). In 1893, he was elected as a Populist to the Fifty-third Congress, serving until 1895. An unsuccessful candidate for reelection, he continued the practice of law, also engaged in hydraulic mining in Breckenridge, Colorado and Portland, Oregon, until his death at age 65.
