US Senator, Dakota Governor. Born in East Otto, New York, he moved to Valparaiso, Indiana in 1854 and attended the University of Chicago Law School. During the Civil War, he enlisted in the Union Army and rose to the rank of Lieutenant Colonel Chief Quartermaster Inspector. After the war, he was admitted to the bar in 1865 and commenced practice law in Valparaiso, Indiana. He was a member of the Indiana State House of Representatives in 1869, assistant financial clerk of the United States Senate (1869-1871) and was managing editor of the Chicago Inter-Ocean, (1871-83). He was appointed Governor of Dakota Territory in 1884 and served until the admission of North Dakota as a State, in 1886. In 1889, he was elected as a Republican to the United States Senate, serving until 1891. An unsuccessful candidate for reelection, he moved to Minneapolis, Minnesota, purchased the Minneapolis Tribune and became its editor in chief. In 1893, he was appointed Minister to Portugal, but soon resigned due to illness. He died at age 62 in Chicago, Illinois.
