U.S. Congressman. Educated at Brevards Academy, he moved to Georgia, in 1881 and to Florida, 1883, where he engaged in various business venues. He was Mayor of Lakeland (1888-92), Polk County Commissioner (1896-99), chief engrossing clerk of the Florida State House of Representatives (1889-1901), member of the Florida State House of Representatives (1903-05) and served in the Florida State Senate (1913-17). In 1917, he was elected as a Democrat to the Sixty-fifth Congress and to the next seven succeeding Congresses, serving until 1933. An unsuccessful candidate for re-nomination, he was a member of the Federal Power Commission, (1933-37) and resumed various business interest until his death at age 84.
