US Congressman. He graduated from the law department of the University of Florida in 1914, was admitted to the Florida bar in 1914 and commenced practice in Lakeland, Florida, in 1915. He was law clerk in United States General Land Office in 1914, city attorney of Lakeland, (1916-17, (1919-32), city attorney of Frostproof, (1918-29), city attorney of Lake Wales, (1920-30) and of Eagle Lake, (1923-33). During World War I, he served as a Chief Yeoman in the US Navy, (1917-19). After the war, he was prosecuting attorney and county solicitor of Polk County, Florida, (1921-32) and special counsel for the Florida State Department of Agriculture, (1930-32). In 1933, he was elected as a Democrat to the Seventy-third Congress and to the next eight succeeding Congresses, serving until 1951. After his last term, he was special counsel for the Territorial Government of Guam, chairman of Commission on Federal Application of Laws to Guam and served as chairman of the board of directors, for First State Bank of Lakeland, Florida.
