Spanish-American War Medal of Honor Recipient. He served in the United States Marine Corps during the Spanish-American War serving as a Corporal in the Marine detachment on board the "USS Brooklyn." He was awarded the Medal of Honor for his bravery at the Battle of Santiago de Cuba on July 3, 1898. His citation reads, "Braving the fire of the enemy, MacNeal displayed gallantry throughout his action." His Medal of Honor was awarded to him on August 9, 1899.
