He was awarded the Medal of Honor for his bravery at the Battle of Santiago de Cuba on July 3, 1898. His citation reads, "Braving the fire of the enemy, MacNeal displayed gallantry throughout his action." His Medal of Honor was awarded to him on August 9, 1899.
