U.S. Congressman. He graduated from Dartmouth College New Hampshire, in 1842, moved to New Orleans, Louisiana, in 1843, studied law, worked as a teacher and principal and edited the New Orleans Tropic. Entering politics in 1847, he served as alderman of New Orleans, also served as the superintendent of public schools in 1850 and was New Orleans City Treasurer in 1862. In 1862, he was elected as a Unionist to the Thirty-seventh Congress, serving until 1863. During the Civil war, he served as a Captain of Company C, 5th Regiment of Louisiana Volunteer Infantry, Confederate Army. After the war, he was special agent of the Treasury Department of the Southern Region, until 1867. He was then the first president of the First National Bank of New Orleans, appointed special Treasury agent and was Military Governor of Louisiana, (1867-68). He was Mayor of New Orleans, (1870-72) and Assistant Treasurer of the United States at New Orleans, (1873-82). He then retired to his Ben Alva plantation until his death at age 80.
