U.S. Congressman, Louisiana Governor. Immigrated to the United States with his parents, they settled in New Orleans, Louisiana, in 1840. He graduated from the law department of the University of Louisiana in 1850, was admitted to the bar in 1851 and commenced to practice law in New Orleans. He elected as a Unionist to the Thirty-seventh Congress, serving (1862-63) and then was appointed prize commissioner of New Orleans. In 1864, he was elected as a Repubican the 19th Governor of Louisiana, serving until he resigned in 1865. He was manager-editor of the New Orleans Daily Republican, (1867-71), founded the village of Hahnville and was a member of the Louisiana State House of Representatives, (1872-76). In addition, he was superintendent of the U.S. Mint at New Orleans in 1878 and district judge of the twenty-sixth district, (1879-85). In 1885, he was elected as a Republican to the Forty-ninth Congress and served until his death from a ruptured blood vessel of the heart at age 55.
