U.S. Congressman. He graduated from Harvard University in 1882, from the Harvard law department in 1886, was admitted to the bar and commenced to practice law in New York City. He was a trustee of the village of South Orange, New Jersey (1893-1895, (1901-1905). In 1911, he was elected as a Democrat to the Sixty-second and Sixty-third Congresses, serving until 1914. After leaving Congress, he was appointed by President Wilson an associate justice to the Supreme Court of the District of Columbia, serving (1914-1918) and served as Chief Justice, (1918-1929). He then lived in retirement until his death.
