5th Québec Premier. Born in Sainte-Thérèse, he studied at the Masson College in Terrebonne and the seminar of Saint-Hyacinthe. Admitted with the bar of Lower-Canada on December 2, 1861, he was created Queen Council in law on February 28, 1873. Doctor in Law of the Laval University in 1878. Professor of criminal Law at Laval University in Montreal from 1878 to 1885 and full professor of international law from 1885 to 1898. Elected Conservative representative toi the Legislative Assembly for the district of Terrebonne in 1867. Re-elected in 1871. He became minister in the successive Ouimet and Boucher de Boucherville cabinets. When this Premier is relieved by the lieutenant-governor, Chapleau takes the leadership of the Conservative Party in Québec. After the fall of the Joly government in 1879, on October 31, Chapleau became Premier at 38 years. He led its party to the victory at the general elections of 1881. An ambitious man, he dreamed of becoming head of the Conservative Party on a Canadian scale; so he resigned in 1882 and entered the cabinet of Prime Minister John A. Macdonald. As Premier, Chapleau restored the relations between Quebec and France. Chapleau negotiated a loan of 4 million dollars on the Parisian market. To reduce the debt of Quebec, he also privatised the railroad on the Northern bank of the St.Lawrence River.He resigned his federal mandate on December 5, 1892, following his nomination as lieutenant-governor of the province of Quebec, function which he occupied from December 12, 1892 to January 20, 1898. He died in Montréal on June 13, 1898.
