U.S. Congressman. Educated at St. Mary’s Catholic Institute, he was a school teacher in Montgomery County, New York, (1900-03). Relocating to Alaska, he was a miner (1904-12), studied law, was admitted to the bar in 1913 and commenced to practice law in Valdez, Alaska. He was United States Commissioner (1913-14) special assistant United States attorney in 1917, Mayor of Valdez, (1920-22, 25-32) and a member of the Alaska Territorial Senate, (1923-26, 29-32). In 1933, he was elected as a Democrat to the Seventy-third Congress and to the next five succeeding Congresses, serving until 1945. Not a candidate for re-nomination, he was appointed district judge for the third division of Alaska, serving until his death at age 71.
