He served on the Connecticut State commission to investigate widows’ aid in 1916, was a member of the Connecticut State Senate, (1931-35) and deputy Connecticut State Commissioner of labor, (1931-36). In 1937, he was elected as a Democrat to the Seventy-fifth Congress, serving until 1939 and was Mayor of Norwich, Connecticut, (1839-41). He was again elected to the Seventy-seventh Congress, (1941-43). An unsuccessful candidate for reelection, he was appointed as Connecticut State director of the War Manpower Commission of Connecticut, serving (1943-45). He was then appointed State director of the United States Employment Service, serving (1945-47) He died shortly after his resignation at age 60.
