U.S. Congressman. He studied law, was admitted to the bar and commenced to practice law in Norwich, Connecticut. He was a member of the Connecticut State House of Representatives in 1856 and Postmaster of Norwich, (1861-65). In 1867, he was elected as a Republican to the Fortieth Congress and to the next four succeeding Congresses, serving until his death.
