US Congressman. Born in County Clare, Ireland. William immigrated to the United States in 1854 and settled in New York. He attended the public schools of Massachusetts. He was admitted to the bar in 1870 and began practice in Little Rock, Arkansas. Between March 4, 1873 to March 3, 1875 he was a Liberal Republican to the Forty-third Congress. He was an unsuccessful candidate for reelection in 1874 to the Forty fourth Congress. William moved to Chicago in 1876 and resumed his law practice. William retired from the law practice in 1910 and moved to Los Angeles, California. William was 72 at the time of his death.
