41st Delaware Governor. He served as Delaware's Governor and served from January 15, 1867 to January 17, 1871. One of the founders of Wesley College in Dover, Delaware in 1873, he served in the Delaware State Senate from 1862 to 1865 and held the office of Speaker of the Senate in 1865. He became Delaware's 42rd Governor upon the death of Governor William Cannon.
