US Congressman. Born the son of Congressmen Dr. John Archer, he graduated from Princeton College in 1805, studied law, was admitted to the bar in 1808 and commenced the practice of law in Churchville, Maryland. He was a member of the Maryland State House of Delegates, (1809-10). In 1811, he was elected as a Republican to the Twelfth Congress to fill the vacancy caused by the resignation of John Montgomery, reelected to the Thirteenth and Fourteenth Congresses, serving until 1817. After his term, he was by President James Madison as United States Judge for the Territory of Mississippi, with powers of Governor and served until resigning in 1818. He was again elected to the Sixteenth Congress, serving (1819-21). In 1823, he was appointed chief judge of the judicial circuit court of Baltimore City, serving until 1844, when appointed as chief justice of the Maryland Court of Appeals and served until his death served until his death at age 61.
