US Congressman. He attended Lehigh University Pennsylvania, in 1890, graduated from the law department of Baltimore University in 1893, was admitted to the bar the and commenced to practice law in Baltimore, Maryland. He was a member of the Maryland State House of Representatives and a member of the Maryland State Senate. In 1918, he was elected as a Democrat to the Sixty-fifth Congress to fill the vacancy caused by the death of Joshua F. C. Talbott and reelected to the Sixty-sixth Congress, serving until 1821. After his term, he practice law and served as Maryland State Insurance Commissioner, from 1924, until his death at age 56.
