He was born February 12, 1897, in Jefferson Township near Khedive, a son of James Newton and Lizzie Bailey Scott.
Mr. Scott was employed by South Penn Telephone Company for 45 years, where he was named general manager in 1939 and served as president from 1940 until he retired in 1967. During his tenure as company president, he was responsible for bringing an all-dial system to Greene County while maintaining some of the lowest rates in the state.
For 15 years he was a member of the board of directors of the Pennsylvania Independent Telephone Association, serving as vice president from 1955-56 and as president in 1957. He also was a member of the Telephone Pioneers of America.
Mr. Scott was an active member of I.O.O.F. 469, was a past noble grand, served as Patriarch of Encampment No. 4, was a District Scribe and Trustee of the Encampment and served for many years as president of the I.O.O.F. and Masonic Building Association. He also was a member of the Patriarch Militant Canton of Pittsburgh.
He was a charter member, past president and served as treasurer of the Fort Jackson Chapter of the Sons of the American Revolution.
For 15 years he was active in the Waynesburg Volunteer Fire Co. and was a retired member. For nine years he served as the company's president. For two years he was the president of the Greene County Fireman's Association and a member of the law committee for the Western Pennsylvania Firemen's Association.
Mr. Scott was a member and trustee of the First Presbyterian Church of Waynesburg, and on the board of directors for the Greene County Historical Society.
For many years he was involved in civic fund-raising in the county, including serving as captain of the winning teams of the spirited competition for Greene County Memorial Hospital in 1937.
He had lived all his life in the county and was a graduate of Carmichaels High School in 1917. He attended Allegheny College in Meadville and was graduated from Waynesburg College in 1922.
His first wife, Bertha Anderson Scott, died August 6, 1957. Surviving are a son, Robert A. Scott of Waynesburg; and a daughhter, Thelma J. Scott of Waynesburg.
Also surviving are his second wife, Virginia H. Scott, whom he married June 4, 1960; a stepson, William R. Scott of Greensburg; two step-grandchildren, Janet Scott of Greensburg and William (Randy) Scott of Clarksburg, W. Va.; three step-grandchildren; a sister, Anna Scott Cree of Waynesburg; and a brother, J. Paul Scott Sr. of Claysville.
A step-grandson, Matthew Scott, is deceased.
