U.S. Congressman. Moving to Fayette, New York in 1803, he became successful in agricultural pursuits. Entering politics, he was a member of the New York State Assembly (1811, 1820-21) and a member of the state constitutional convention in 1821. In 1823 he was elected as an Adams-Clay Republican to the Eighteenth Congress, reelected as an Adams candidate to the Nineteenth Congress, serving until 1827 and elected as an Anti-Masonic candidate to the Twenty-first Congress, serving 1829-31. After leaving Congress, he resumed his agricultural pursuits. He died while attending a session of the circuit court in Seneca County, New York.

Mr. Rose along with his wife and plantation overseer, forcibly brought 75 enslaved by foot, from their home in Virginia to Rose Hill Plantation in Fayette, Seneca, New York. His plantation lost a lot of money in NY and he was forced to manumit his enslaved. There was one group of enslaved who bore the surname of "Gaten" (Gayton), who went on to be one of the Free Black settlers of Western New York.
