U.S. Congressman. He attended the University of Vermont, studied law, was admitted to the bar in 1840 and commenced to practice law in Glens Falls, New York. He was Glens Falls Justice of the Peace, (1838-41, 45-48), inspector of public schools, (1839-40), corporation clerk, (1839-42) and county judge and surrogate of Warren County, (1851-63). In 1867, he was elected as a Republican to the Fortieth and Forty-first Congresses, serving until 1871. Not a candidate for re-nomination, he was appointed by President Grant as commissioner of southern claims, serving (1871-77) and was Second Auditor of the Treasury from 1880, until his resignation in 1885.
