U.S. Continental Congressman. Born in Philadelphia, Pennsylvania, he was engaged in mercantile pursuits, when he resigned from the Pennsylvania Militia in 1776 and joined the British Army at the start of the American Revolution. Arrested in 1777, he was paroled in 1778 and joined the Patriot cause for indepenance. He then began a long political career and was commissioner to the Federal Convention at Annapolis in 1786. In 1786, he was commissioner to the Federal Convention at Annapolis and elected as a Whig the Continental Congress, serving (1879-92). He was appointed revenue commissioner after his term in 1792 and served until removed by President Adams. He was appointed by President Jefferson as purveyor of public supplies, serving (1803-12). He died at age 69 in Philadelphia, Pennsylvania.
