U.S. Congressman. He graduated from the West Virginia University, in 1902, was a bank teller, (1902-04), studied law, was admitted to the bar in 1905 and commenced to practice law in Morgantown, West Virginia. He was Morgantown Postmaster (1911-15) and Mayor of Morgantown, (1916-17). In 1925, he was elected as a Republican to the Sixty-ninth Congress and to the next three succeeding Congresses, serving until 1933. An unsuccessful candidate for reelection, he served as president of the Tropf Coal Company and was a member of the Board of Veterans Appeals of the Veterans’ Administration, until his death at age 57.
