U.S. Congressman. After graduating from Frederick College Virginia in 1880, he engaged in the real estate business in Roanoke, Virginia. Moving to New York, in 1894, he continued in the real estate business and served as chairman of the Republican Niagara Falls City Committee (1907-08). In 1909, he was elected as a Republican to the Sixty-first and Sixty-second Congresses, serving until 1913. An unsuccessful candidate for reelection, he resumed the real estate business in Niagara Falls, New York. Relocating to St. Petersburg, Florida, in 1927, he continued in the real estate business until his death.
