U.S. Congressman. He graduated from Centre College, in 1921, from the law department of the University of Kentucky, in 1921, admitted to the bar and ran a successful law firm in Lexington, Kentucky. He also engaged in agricultural pursuits, was Lexington city representative, in 1930, Fayette County representative, in 1932 and a member of the Kentucky State House of Representatives, (1930-32). In 1944, he was elected as a Democrat to the Seventy-third Congress, serving until 1935. An unsuccessful candidate for re-nomination, he resumed the practice of law. He was again Fayette County representative, in 1946, a member of the Kentucky State Legislature, (1953-54) and a member of the Kentucky State House of Representatives, (1962-63, 66-67). He died of pneumonia at age 85 and is a member of the University of Kentucky, College of Law's Hall of Fame. Kentucky Governor John Y. Brown Jr. was his son.
