Maine Governor. He was the owner of two stone companies, was a member of the Hallowell city legislature and the Mayor of Hallowell, main, (1869-71). In 1886, he was elected as a Republican the 40th Governor of Maine, serving until death at age 69. Under his administration, child welfare programs were advocated and the improvements of labor conditions were endorsed.
