He graduated from Bethel Military Academy in 1901, from the law department of the University of Virginia in 1903, was admitted to the bar in 1904 and commenced to practice law in Alexandria, Virginia. He was the assistant general counsel Alien Property Custodian (1917-18), served as Commonwealth attorney of Alexandria (1918-22), judge of the corporation court of Alexandria (1922-28) and judge of the sixteenth judicial circuit of Virginia (1928-30). In 1931, he was elected as a Democrat to the Seventy-second Congress and to the next seventeen succeeding Congresses, serving until 1967. An unsuccessful candidate for re-nomination, he resumed the practice of law.
