U.S. Congressman. He attended Stevensville Academy, Edge Hill Academy and graduated from the University of Virginia, in 1863. During the Civil War, he served as a Private in the Confederate Army. After the war, he studied law, was admitted to the bar in 1867 and commenced to practice law in Galveston, Texas. He was district attorney for the Galveston judicial district in 1872 and a member of the Texas State House of Representatives, (1886-91). In 1893, he was elected as a Democrat to the Fifty-third Congress, serving until 1895. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 79.
