U.S. Senator. He attended the U.S. Naval Academy at Annapolis, (1885-86) and became a newspaper reporter. He was a reporter for the New York World, in 1886, secretary to Secretary of the Interior Hoke Smith, (1893-96) and a member of the press galleries of Congress, (1893-97). During the Spanish-American War, he served as a Major in the 3rd Georgia Volunteer Infantry and was a member of the U.S. Army of occupation in Cuba, after the war. He was then president and editor of the Atlanta Journal, (1917-32) and chairman of the Democratic National Committee. In 1932, he was appointed as a Democrat to the United States Senate to fill the vacancy caused by the death of William J. Harris, serving until 1933. Not a candidate for reelection, he continued his former business activities until his death at age 65.
